MiR and Sonic Automation Partners To Automate Intra-Logistics in Thailand’s Manufacturing Sector

Mobile Industrial Robots A/S (MiR), one of most advanced manufacturers of autonomous mobile robots, announces Sonic Automation Limited as the latest MiR partner in Thailand. MiR will tap on Sonic Automation’s extensive distribution network and deep domestic experience to implement MiR robots in Thailand, in response to the growing need for automation in manufacturing.

Next-lap Automation for Thailand’s manufacturing industry

Advertisments

Thailand has emerged as one of top choices in Southeast Asia for manufacturers such as automotive, electronics, medical devices, food, and textiles. However, the National Economic and Social Development Council (NESDC) in Thailand recently issued a warning about a decline in the country’s workforce by 3 million people. According to data from the end of 2023, Thailand currently has a working-age population of only 40.7 million people, against a demand for 44.71 million workers by 2037 based on current trends. To address the shortage of workers, NESDC suggests that businesses should consider embracing automation to enhance productivity.

To serve this growing domestic market, MiR sealed a partnership with Sonic Automation, one of Thailand’s leading distributors for industrial automation products and solutions.  MiR and Sonic Automation jointly held their first workshop “Navigating the future – transforming logistics with AMR” on 24 May 2024, where relevant MiR AMRs were showcased, including the AI-powered MiR1200 Pallet Jack autonomous mobile robot (AMR) and the compact MiR 250.

AI-powered MiR1200 Pallet Jack

Artificial intelligence (AI) is the unassailable trend worldwide, with governments and industries pushing for adoption and upskilling of the workforce. This AI trend has now extended to the world of AMRs. The latest AMR announced by MiR is the AI-powered MiR1200 Pallet Jack that learns and updates as data changes, enabling rapid and precise recognition of pallets, while optimising the flow of materials within a facility through collected data. Missed picks are minimised and pick and place times are reduced. With an impressive payload of 1,200 kg and speed of 1.5 meters per second, this agile and efficient AI-powered Pallet Jack is a direct replacement for antiquated bulky manual forklifts in huge warehouse operations and large-scale enterprise complexes.

The power of the MiR1200 is complemented with equally impressive safety specifications, with compliance to international safety standards including ISO3691-4. This groundbreaking pallet jack uses 3D vision to ensure accurate 360 degree coverage from all angles when identifying, picking up, and delivering pallets. With advanced safety and obstacle detection, its unprecedented precision ensures optimum safety for humans and facilities.

Mr Tang Poi Toong

“With AMRs taking over intra-logistics tasks in the industrial sector, productivity increases tremendously while risks and unnecessary costs in the work environment are greatly reduced. These AMRs also free workers from repetitive tasks such as making hundreds of round trips every day to fetch and deliver supplies, and enable workers to embark on more meaningful, higher-value tasks,” Mr Tang Poi Toong, Vice President of Sales Asia Pacific, Mobile Industrial Robots A/S (MiR).

Compact and Agile MiR250

Besides the new MiR1200, MiR also showcased the small and powerful MiR250, one of the most agile AMRs on the market. Despite measuring just 580 x 800 mm and standing at just 30 cm tall, the MiR250 AMR has the impressive capability to effortlessly handle weights of up to 250 kg, at a brisk pace of up to 2 meters per second. The MiR250 is built for durability, easy maintenance, and continuous operation while adhering to the latest safety standards, making it one of safest AMRs on the market.

“Through recent conversations with industrial prospects and clients, we are seeing a strong interest in autonomous mobile robots, and we foresee an acceleration in the adoption of these AMRs in Thailand. This is an especially opportune time for Sonic Automation to partner with MiR, and together we can help build and empower our local industries for the next industrial leap,” said Mr Surote Panasahatham, Country Managing Director, Sonic Automation.

Mr Surote Panasahatham

“Thailand is a very important market for MiR as it is one of the industrial manufacturing hubs in ASEAN. We are very delighted to make this momentous step forward with Sonic Automation in Thailand, and we look forward to growing and expanding MiR AMR adoption here,” Mr Tang Poi Toong, Vice President of Sales Asia Pacific, Mobile Industrial Robots A/S (MiR).

Signature dishes are made with one-of-a-kind native Australian ingredients, such as Davidson’s Plum.  Every dish at FLUTES is creative and truly resonates with locals and tourists alike, thanks to Chef Rollinson’s talent for expertly blending local ingredients within the restaurant’s primarily European flair.

The new FLUTES is suited for any kind of party, from small get-togethers to massive galas. Incorporating features from the building’s past, such as the colonial décor and louvred panel windows, the interior design by renowned local design firm David Grace Designs creates an attractive and historically rich atmosphere, perfect for savouring each meal. Michele Righetti, an art curator based in Singapore, has created a highlight piece that enhances the culinary experience by adding visual delight and cultural depth to the area, which matches the architectural grandeur of the setting.

A framed artwork “Fined for Lying in Singapore” by Michele Righetti, serves as the highlight piece.

In keeping with this atmosphere, FLUTES provides exceptional service by always thinking of and catering to each guests’ needs. Over the past 20 years, FLUTES has maintained its position as an industry leader by providing unwavering commitment to quality and service. In order to keep up with the high standards set by regulars while also embracing new ideas and methods, FLUTES’s service training has developed throughout the years. In addition, FLUTES takes great pride in its partnerships with local businesses and artists, for example, the restaurant sources custom ceramic tableware from Mudrock Ceramics.

Anniversary and Re-opening Promotion

Guoco Midtown House is the ideal fusion of old-world charm and cutting-edge design, and as FLUTES opens its doors there, patrons can anticipate the same legendary quality of cuisine, wine, and service that has made the restaurant famous.

Lessons for Cambodia’s Political Quagmire – Warungku Terkini

166

Singapore is providing a vivid example of what Cambodia could potentially achieve. The recent appointment of Lawrence Wong as Prime Minister marks a significant shift, with Wong taking over from Lee Hsien Loong, who had been in power for two decades. This transition signifies a break from the long-standing dominance of the Lee family in Singapore’s political landscape. For the first time since Singapore’s independence, neither the Prime Minister’s position nor the next in line belongs to a Lee family member.

Wong’s appointment in May 2024 followed the “Forward Singapore” consultative exercise, launched in June 2022. This initiative engaged more than 200,000 Singaporeans and culminated in a comprehensive 180-page report published in October 2023. The report outlined progressive priorities such as retraining individuals seeking career changes and providing support for the unemployed. This consultative process exemplifies a more inclusive approach to governance, encouraging active participation from the citizenry.

In stark contrast, Cambodia’s political landscape remains entrenched in autocratic practices. Prime Minister Hun Sen handed over power to his son, Hun Manet, in August 2023 without any consultation process. Democratic opposition in Cambodia, represented by parties like the Cambodia National Rescue Party and the Candlelight Party, has been systematically barred from participating in national elections in 2018 and 2023.

Wong has emphasized a consultative approach to policy-making, stating that his government is “prepared to re-examine all our assumptions.” This willingness to engage in open dialogue and reconsider established policies marks a significant departure from Hun Sen’s rigid and unilateral governance style. Hun Sen, now president of Cambodia’s Senate, dismissed concerns about a planned Chinese-backed canal in Cambodia by asserting that he had never made a wrong decision in his 47 years of power.

While Singapore is not a democracy in the Western sense, with the People’s Action Party (PAP) dominating politics since 1959, it still allows a degree of political opposition. Elections in Singapore, although not entirely free from state influence, are recognized by the opposition and serve a functional purpose. This system has fostered a diversity of opinions and a meritocratic approach to governance, yielding significant dividends.

Singapore’s “freedom score” as calculated by Freedom House stands at 48 out of 100 in 2024, considerably higher than Cambodia’s score of 23. Furthermore, Singapore’s gross national income per capita in 2023 was a staggering US$70,810, a figure that most Cambodians can only dream of. The World Bank has consistently recognized Singapore as having one of the most business-friendly environments globally.

Cambodia’s failure to achieve similar economic success can be attributed to the twin calamities of the Khmer Rouge regime in the 1970s and the prolonged period of corrupt and autocratic rule under Hun Sen, a former Khmer Rouge cadre. Instead of moving towards a model of governance that values merit and competence, Cambodia has regressed into a system where familial ties determine access to power.

An analysis of the 125 candidates for the ruling Cambodian People’s Party (CPP) in the July 2023 election revealed that nearly a quarter of them are related. The transfer of office from Hun Sen to Hun Manet was accompanied by the handover of ministerial posts to the sons of various ministers. Hun Manet’s younger brother, Hun Many, has since been appointed as a deputy prime minister. Hun Sen has indicated that he would resume the role of prime minister if necessary and has even suggested that one of his grandchildren might take over from Hun Manet in the future.

Hun Manet has shown no independent vision for Cambodia’s future, operating under the shadow of his father’s influence. Not a single political prisoner jailed under Hun Sen has been released under Hun Manet, and new arrests continue unabated. This lack of change extends to foreign policy as well, with Cambodia’s alliance with Communist China remaining as strong as ever. This relationship is crucial for the Hun regime, providing both financial and military support. China’s strategic interests in Cambodia, including the naval base at Ream, are secure as long as the Hun family maintains power.

Singapore has taken decisive stances on key regional issues, such as the illegitimate military regime in Myanmar. During Cambodia’s chairmanship of ASEAN in 2022, Hun Sen achieved nothing substantial regarding the Myanmar crisis and undermined ASEAN’s ability to present a united front against the junta’s violence.

In contrast, Thomas Andrews, the UN special rapporteur on human rights in Myanmar, praised Singapore for its prompt response to his 2023 report, which revealed that weapons for the Myanmar junta were being sourced from Singapore. Following the report’s publication, exports of weapons materials from Singapore to Myanmar dropped by 83%, demonstrating Singapore’s commitment to international human rights concerns.

The lesson from Singapore is clear: governance matters. Societies benefit from open and consultative forms of governance that allow diverse viewpoints to be expressed and considered. Most countries at least pay lip service to these principles, but very few reject them entirely in favor of a purely hereditary system.

Cambodia, however, is one of those few. For as long as the international community continues with “business as usual” with the Hun Manet regime, the people of Cambodia will remain the losers. International engagement with Cambodia must be re-evaluated to encourage genuine political reform and respect for human rights.

For Cambodia to transition towards a more inclusive and prosperous society, it must break free from the shackles of hereditary rule and corruption.

  • Electoral Reform: Establishing an independent electoral commission to ensure free and fair elections. This would involve allowing opposition parties to participate fully in the political process without fear of persecution.
  • Judicial Independence: Strengthening the judiciary to operate independently from political influence. This would help in protecting the rights of citizens and ensuring accountability for those in power.
  • Economic Diversification: Reducing reliance on foreign aid and investment by diversifying the economy. Encouraging entrepreneurship and small businesses can create a more resilient economic structure.
  • Education and Retraining: Investing in education and vocational training to empower the youth and workforce. This would help in reducing unemployment and underemployment, providing a pathway for economic mobility.
  • Anti-Corruption Measures: Implementing strict anti-corruption laws and ensuring their enforcement. Transparency in government dealings and public accountability are crucial for building trust in public institutions.

The contrasting paths of Singapore and Cambodia highlight the profound impact of governance on national development and societal well-being. Singapore’s consultative approach and meritocratic governance have led to significant economic and social advancements. In contrast, Cambodia’s reliance on hereditary rule and autocratic practices has stifled its potential, perpetuating cycles of poverty and repression.

The international community has a role to play in supporting Cambodia’s transition towards a more democratic and prosperous future. By promoting political reform and human rights, and by holding the Hun regime accountable for its actions, the global community can help pave the way for a better future for the Cambodian people.

In the end, the true measure of a nation’s success lies in the well-being and empowerment of its citizens. As Singapore continues to evolve and set an example of progressive governance, Cambodia must take heed and embark on a path of genuine reform. Only then can the country hope to achieve its full potential and provide a brighter future for its people.

Air India Express flight attendant arrested for concealing 1kg of gold in rectum – Warungku Terkini

An Air India Express air hostess was detained for allegedly smuggling 960 grams (2.1 lbs) of gold by concealing it in her rectum.

The 26-year-old flight attendant, identified as Surabhi Khatun, was detained on May 28 upon landing at Kannur Airport in Kerala, India, according to a source from the Directorate of Revenue Intelligence (DRI)

This marks the first instance in India where an airline crew member has been arrested for smuggling gold through rectal concealment.

A comprehensive investigation has been launched, with initial evidence indicating Surabhi Khatun’s involvement in multiple gold smuggling activities.

DRI officials have also questioned several other cabin crew members suspected of connections to a gold smuggling ring operating in Kerala.

Earlier, the Customs Preventive Commissionerate in Kerala arrested another Air India Express cabin crew member, Shafi, for smuggling 1.45 kg of gold at Kochi airport last March.

Air India Express, a subsidiary of Air India, operates over 380 daily flights, connecting 32 domestic and 14 international airports with a fleet of 74 aircraft.

Hong Kong exiles in UK and Canada lack access to billions of their savings — warungku – Warungku Terkini

In April 2023, Hong Kong Watch found that Hong Kongers were being denied access to up to £2.2 billion (US$2.8 billion) of their hard-earned Mandatory Provident Fund retirement savings. Fast forward one year, and the number has only increased to over £3 billion (US$3.8 billion).

This act of transnational repression is placing an unnecessary financial and mental strain on an estimated tens of thousands of Hong Kongers in the UK and Canada who moved abroad under British National (Overseas) (BNO) passports, set up to allow a permanent residence pathway for them.

The Mandatory Provident Fund (MPF) is a compulsory retirement savings scheme for the people of Hong Kong. Hong Kongers can ordinarily withdraw their entire account early if they make a statutory declaration that they have departed Hong Kong permanently with no intention of returning to resettle.

However, the Mandatory Provident Fund Authority, which oversees the provision of MPF schemes, released a statement in March 2021 saying that because the BNO passport was no longer recognised by the Hong Kong government as a valid travel document and proof of identity as of Jan. 2021. This means that those trying to withdraw their savings early cannot rely on the BNO passport or visa to support an application for early withdrawal of their funds.

Despite this, the MPF-related legislation, regulations, and terms of the deeds governing entitlement to MPF benefits in Hong Kong remain unchanged. Under the MPF trust deed, trustees including those based overseas like HSBC, Standard Chartered, Manulife and Sun Life, have a legal obligation to release MPF to beneficiaries who are able to provide evidence of their right to reside in a foreign country.

There is no reason that a BNO passport or visa should be denied under this deed.

However, the latest research from Hong Kong Watch includes case studies detailing how Hong Kongers continue to be denied access to their MPF on the grounds that they hold a BNO passport or visa.

This includes many Hong Kong families in the UK, from a single mother who is unable to afford a heater for her son due to being denied £57,000 (US$70,000) worth of her MPF, to a family of five that is unable to afford a wheelchair accessible property for their severely disabled child due to the withholding of their MPF.

Individual hardship

Others with withheld savings struggle to adapt to their new environments for financial reasons, to assist relatives in escaping from increasing repression in Hong Kong, and to start desired business ventures in the UK or Canada.

Since 2021 and as recently as last month, Hong Kong Watch has documented numerous rejection letters from MPF trustees to Hong Kongers denying the early withdrawal of their MPF on the grounds that the BNO visa or passport is not a valid form of identification per the Hong Kong government’s lawless declaration.

I have spoken with a Hong Konger who has £90,000 (US$114,000) frozen in MPF assets, and another who had obtained Canadian permanent residency and was still denied access to their MPF by Manulife for simply arriving in Canada with a BNO passport.

The latter case is especially concerning, particularly after Manulife’s Global Head of Government Relations for Canada, Maryscott Greenwood, testified before the Standing Committee on Citizenship and Immigration on Monday and claimed that Manulife had never denied a Hong Konger access to their savings on the basis of holding a BNO visa.

Having seen a written transcript of a call between the Hong Konger who was denied access to their MPF and Manulife, in which Manulife said, “even if you hold Canadian PR, it’s ineligible to withdraw the fund as a BNO passport holder,” this is simply not true.

Sun Life’s Head of Global Government Affairs and Public Policy, Laura Hewitt, also testified in the hearing.

It was unfortunate but unsurprising that despite having productive meetings with Hong Kong Watch prior to the hearing, both Manulife and Sun Life executives delivered cautious, pre-prepared answers and repeatedly failed to respond to direct “yes”  or “no” questions from the Canadian Parliament.

Fortunately, members of the Canadian Parliament including Tom Kmiec, Alexis Brunelle-Duceppe, Greg McLean, Paul Chiang, Fayçal El-Khoury, and Jenny Kwan, who is herself a prior BNO visa holder, were not satisfied with these non-answers.

The MPs pressed the business representatives on why they have withheld Hong Kongers’ own savings from them since 2021. Tom Kmiec asked both companies: “Why are you still operating in an autocratic, totalitarian regime that is dominated by Beijing?” The question remains unanswered.

Tasks for London and Ottawa

The next UK government should vow to provide clarification to UK-based MPF trustees that the BNO visa is intended to lead to “permanent settlement and British citizenship” to show their support for Hong Kongers in Britain.

London  should also pledge to raise and condemn this form of transnational repression with their counterparts in Hong Kong. On the campaign trail, the future UK government has the opportunity to present these pledges to 140,000 eligible Hong Kong BNO voters.

The Canadian government should work with Immigration, Refugees and Citizenship Canada to change the designation of BNO passport and visa holders from GBN )Great Britain) to CHN (China) or HKG (Hong Kong) on Canadian permanent residency cards to prevent further retaliation from the Hong Kong government.

With a current backlog of 9,000 permanent residency applications for Hong Kongers in Canada, this will only become a greater administrative issue in the near future if IRCC labels the nationality of these people as GBN and GBN becomes a lever for transnational repression.

The backlog of permanent residency applications from 2023 should be cleared within the next two months, and the designation on those applications should be changed to CHN or HKG, depending on what is best for the Hong Kong community in terms of maintaining their distinctive identity while preventing future retaliation from the Hong Kong government.

The ongoing withholding of Hong Kongers’ savings is not only a form of financial abuse, but an act of transnational repression that is affecting the ability of generations of Hong Kongers to build a strong foundation for their new lives as they flee from the cessation of their rights and freedoms at home.

It is beyond time for governments to respond with intervention, not least because the release of these savings would inject large sums into the UK and Canadian economies.

Heat-Proofing Crops – warungku Magazine – Warungku Terkini

warungku (Jun. 09, 2024) – On June 8, 2023, scientists at the National Oceanic and Atmospheric Administration in the United States officially declared the arrival of El Niño — a signal for governments, farmers and agricultural scientists across the world to brace for a hot year ahead.

In Southeast Asia, April through June is typically the hottest time every year before being quenched by monsoon rains. But in 2023, El Niño brought record high temperatures during the summer months, raising concerns over its impact on food production in the region. For example, the Ministry of Agriculture and Cooperatives in Thailand predicted that rice production could decline by up to six percent for the 2023–24 harvest season in the country. Thailand is one of the major exporters of rice in Asia.

During the previous El Niño event in 2015, 85 percent of the provinces in the Philippines experienced severe drought. By March 2016, an estimated US$ 217 million worth of crops had been destroyed due to heat, according to the Department of Agriculture in the Philippines.

Although many staple crops have evolved to withstand heat, they are often unable to adapt to extreme heat and drought, which leads to lower yields and, sometimes, crop failures.

Aware of the impacts of rising heat in general and events like El Niño in particular on agriculture, scientists in Southeast Asia have been developing heat-resistant crops. They are also advising local policy makers and farmers on the best agricultural practices to ensure that Southeast Asia—home to 8.5 percent of the world’s population—stays fed.

IT’S NOT A MEAL WITHOUT RICE

For many cultures in Southeast Asia, a meal lacking rice is incomplete. It is not surprising then that most of the calories consumed in the region come from this staple—upwards of 75 percent, depending on the country.

However, rice is particularly sensitive to extreme heat. In 2015, the El Niño event caused rice production to drop by 15 million tons in Southeast Asia alone. Globally, this loss contributed to a 16 percent inflation in the price of rice, according to the Food and Agriculture Organisation.

The International Rice Research Institute (IRRI) in the Philippines, with over 600 research and development partners worldwide, has been at the forefront of rice research to develop robust varieties to ensure food security in the region. In a hallmark study published in the Proceedings of the National Academy of Sciences, IRRI reported exactly how sensitive rice crop yield is to heat.

The researchers examined the relationship between temperature trends and rice yields over 24 years in the Philippines and found that for every one degree increase in the minimum temperature during the growing season, rice yield declined by 10 percent.

One notable technique that IRRI has adopted to make heat-resistant rice is genome editing, in which scientists directly modify the plant’s DNA to introduce a desirable trait. Genome editing is also a fast and cost effective technique that can be used to complement conventional breeding.

“With editing, we can directly introduce a particular trait or allele into the popular varieties, mimicking the variation that already exists,” explained Inez Slamet- Loedin, head of Rice Genetic Design and Validation Unit at IRRI, in an interview with warungku Magazine. “Compared to conventional breeding—which may take several generations of crossing—genome editing takes only one third of the time.”

The next step is to determine which stage of rice development is better for the modification to be introduced. The developmental stages of rice can be roughly divided into three parts: the vegetative stage, which involves germination and early seedling growth; the reproductive phase, which is characterized by increased plant height, booting, heading and flowering; and the ripening phase, which brings the plant to maturity before harvesting. Among these, the reproductive period is the most sensitive to high temperatures. Presently, researchers are targeting this phase for genome editing to make it more heat resistant.

“At the moment, about 97 genes related to heat tolerance have been identified, 23 of which have been cloned,” said Slamet-Loedin, adding that the gene editing studies for heat tolerance are currently ongoing at IRRI.

TESTING GROUNDS

It will take a couple of years for the ongoing studies to bring new, heat-resistant rice strains to the market. In the meantime, B.P. Mallikarjuna Swamy, senior scientist I for Rice Breeding and Biofortification at IRRI, told warungku Magazine that farmers should pay closer attention to weather predictions from their local meteorological departments and choose their crops accordingly.

For example, he said, farmers can plant heat-tolerant rice varieties that already exist on the market, such as Nagina22 (N22) and adjust their planting time in a way that the heat-susceptible reproductive phase does not coincide with the hottest months of the year. “This would mean either harvesting the crops before the onset of the heat or planting in such a way that the critical stage escapes the heat stress,” said Swamy.

In addition to rice, scientists are studying other types of plants, such as legumes, to improve their heat tolerance. Harsh Nayyar, professor in the Department of Botany at Punjab University in India has successfully identified heat-tolerant genotypes of chickpea, mung bean and urd bean. “These heat-tolerant genotypes have demonstrated enhanced reproductive function stability under heat stress conditions,” said Nayyar in an interview with warungku Magazine.

Compared to their heat-sensitive counterparts, these genotypes have better chlorophyll retention, reduced oxidative damage and increased nodule formation—all signs of superior cellular function which help them tolerate heat.

Wheat is another major staple crop in Asia that is being studied to enhance its resistance against extreme heat. With every degree increase in temperature, wheat yields decline by about six percent, according to a 2015 study published in Nature Climate Change. Scientists from the Borlaug Institute for South Asia in New Delhi collaborated with the International Maize and Wheat Improvement Center, headquartered in Mexico, to test the robustness of 3,322 new wheat varieties they had developed to warmer temperatures in India. The research team planted these strains earlier in the growing season (October) when temperatures are warmer and found that the best performing strains yielded almost two tons per hectare more than a standard wheat strain. The study was published in Genes in 2021.

Going forward, it’s not just these laboratory-developed varieties that will help reduce the heat strain on agriculture, governments and local municipalities will also need to work together to ensure that farmers have access to resources such as affordable energy and irrigation systems to sustainably grow their crops. Insufficient water supply, for example, can make the impact of extreme heat even worse in a rice field. Similarly, smoother administrative systems will need to be created for efficient government approval of the newly developed heat-resistant varieties so that they can reach the hands of farmers sooner.

“It is very important that when we develop new varieties, we work together with national and local partners so that the product suited to local conditions, reaches the beneficiary faster and meets the local needs,” said Slamet-Loedin.

Dali owner hires lobbyists in Washington to quash changes to America’s Limitation on Liability Act of 1851 – Warungku Terkini

Concerned about the immense scale of damage claims coming its way, the owner of this year’s most infamous ship has hired lobbyists in Washington to try and ensure American politicians do not tinker with the country’s liability laws.

Citing federal lobbying records, the Baltimore Sun is reporting that Grace Ocean, the Singapore-based owners of the Dali containership, have hired Blank Rome Government Relations to lobby to make sure there are no changes to the Limitation on Liability Act of 1851.

Ahead of what will be years of legal wrangling, the owner and manager of the Dali have sought to limit potential pay-outs from March 26’s Baltimore bridge allision, which killed six road maintenance workers and brought operations at the port largely to a standstill.

Grace Ocean and shipmanager Synergy Marine filed a limitation of liability court petition on April 1 seeking to cap their liability to just $43.6m, in a case that overall is expected to see pay-outs in the billions of dollars.

The National Transportation Safety Board (NTSB), which released a preliminary report last month, is investigating what caused Dali to lose power, then strike and topple the bridge. The FBI has opened a criminal investigation.

The vessel, on charter to Maersk, experienced electrical blackouts about 10 hours before leaving the Port of Baltimore and again shortly before it slammed into the Francis Key Bridge, according to the NTSB’s preliminary report.

The first power outage occurred after a crewmember mistakenly closed an exhaust damper while conducting maintenance, causing one of the ship’s diesel engines to stall, investigators said. Shortly after leaving Baltimore, the ship crashed into one of the bridge’s supporting columns because another power outage, clearly captured in video footage, caused it to lose steering and propulsion.

The board said the fatal outage came about four minutes before the crash when electrical breakers unexpectedly tripped causing a loss of power to all shipboard lighting and most equipment when it was 1 km from the bridge.

The Dali crew restored power, but another blackout occurred about 320 m from the bridge, which stopped all three steering pumps. The crew was unable to move the rudder to steer.

Plans are being drawn up to get a replacement bridge up and running by 2028, while insurers have warned the Dali accident could be one of the largest marine claims in history.

After an extensive salvage operation, the port is expected to open its full main shipping channel this weekend.
